The success of every organization determines how well it is informed, updated or dynamic to changes in the environment or the competitors. A project layout requires a close look out by the participants especially the managers and directors. A good library construction project plan is critical to bring out the required standards and the prospected goals set by any organization. Library directors as professionals hold valuable information that can be useful in the process of library construction to other development participants. Therefore, there lie various roles that the leaders play in the development such as; sensitize on a need of building of a learning library or its renovation, provide a detailed requirement of a library, select a qualified construction architects and builders. Other roles can include; suggest a brainstorming exercise on post-construction preferences, design, establish, and educate safety procedures and policies as well as its maintenance and ensure its adherence.

Sensitize on a Need of a Library or its Equivalence Renovation.

Typically, for competence the library director requires to be dynamic (Moran,, 2012). Due to an escalating development of library technology and layouts, directors need to raise a suggestion on the necessity of a well-equipped library facility for an organization. There can be an equivalent renovation of an old building or disorientation of an old one for better services (Moran,, 2012). A library holds an account of competence among schools and colleges. Furthermore, the library's layout offers another hierarchy of competence level besides its existence. Therefore, it is director's capacity to inform and sensitize a need of a good working library as a source of research and study by the public or a learning institution.

Provide a Detailed Requirements of a Library.

The library directors are knowledgeable of their working fields. Therefore, they are useful in the participation of design of a library design or renovation. The directors provide information such as space required depending on the size of users, the orientation of stacks, spacing of the seats among others (Moran,, 2012). The information provided by the library directors to the architect and builders is useful in design and deliverance of sufficient engineering drawings free of errors. The correct providence of information by the directors also eliminates rearrangement of a library within a short span of time, since the information conforms to the current required standards (Moran,, 2012). Therefore, the directors offer a fundamental role in the design of an efficient library.

Select a Skilled Architect and Builders.

The library director may lead the rest of the construction committee on assessment of an experienced engineer who can be able to deliver the prospected physical facility (Moran,, 2012). The evaluation can include conduction of interviews of the interested architects. The mission of any leader is to see a builder or a designer has delivered an expertise and within the agreed budget. Typically, the architects and builders who offer a relatively favorable cost are mostly preferred (Moran,, 2012). Also, the one with more qualifications wins the contract to handle the design and building tasks. Upon successful selection, the competent architects and builders follow the planned program to deliver a quality project.

Suggest a Brainstorming Exercise on Post-Construction Preferences.

Successful projects require further intervention from the rest of the stakeholders or other related experts. After actual deliverance of the library facility the librarians, committee, students, and other library related employees need to be involved in decision making regarding the comfort of a library (Moran,, 2012). The finishes such as the lighting of the library, types of seats, interior painting, and other layout are critical for the library users. Therefore, the agreement reached to the consensus by the whole of the group will provide the most appropriate and comfortable services to the library users (Moran,, 2012). That is, the single decision made by an individual may not be fulfilling and pleasing to the library users, stakeholders, or employees. Therefore, a library director has the audacity to be flexible and conduct the survey on the decision of others for overall satisfaction and success of the project.

Design, Establish and Educate on Safety Procedures and Policies.

A design of every system requires a comprehensive document that entails the procedures and policies regarding the safety. It is the director's role to see that the security system is established and made aware to the library users as well as employees (Moran,, 2012). The safety procedures and policies ensure there is no accident occurrence such as falling objects, induced unhealthy conditions due to failure to follow ergonomic rules, disruption of the working system, and loss of the properties among others. Proper training to the employees and library users is useful to ensure the understanding of the reason for the eventuality of the accident upon failure to adhere to a given rule. Sensitization on the obedience of the rules by employees is also paramount to ensure the overall safety (Moran,, 2012). The library directors provide the policies since they are well informed about the workings, library layouts, and procedures of the library setting.

Ensures Maintenance Methods are up to the Standard.

Maintenance methods of a library determine the service deliverance and the reliability of the library facilities. The maintenance activities define the quality of the service, the library property, and the whole building. A good library may be up to date. However, failure to conduct a favorable maintenance may lead to a quick depreciation of the property (Moran,, 2012). Maintenance activities in a library involve dairy cleanliness of the surfaces, suitable arrangement of the reading materials, repainting of surfaces, replacement of worn out lighting among others. The director has to ensure there is employed personnel involved in the maintenance duties. A clear and frequent maintenance routine is critical to facilitate quality retention (Moran,, 2012). Besides the follow up on tasks conducted by maintenance personnel, the users also need to be involved in since the usage of the library properties requires care. That would enable an organization to prevent incurring unnecessary cost on replacement and repairs of the library facilities. It would also ensure quality services, durable library properties, and comfort of the library users.

In conclusion, typically the library directors are important in a library design project. They bring ideas of a need for a library and renovation to add organization's competence. Provision of necessary information to the architects and builders regarding the library eases the project design process. Intervention on other stake holder's ideas and preferences furnishes the success of the project. That indicates the flexibility which shows a successful library director. Furthermore, to ensure comfort, quality service delivery, the library directors establish and educate procedures and policies regarding safety. The retention of the quality of a long constructed project requires a follow up on the maintenance procedures by the library directors.

A Type of a Budget and Steps to its Implementation.

A public budget is a financial arrangement by the government based on the expenditure and revenues to ensure the public planning and goals are met (Kemp, 2015). The logic of its implementation starts with the inputs which include analysis of revenues available to fund the public services. The quality and range of services depend on the size of the available resources. The second step includes preparation by the appointed or elected civil servants. The developments include; approval by the legislature, implementation of finances, accounting at the end of financial year and preparation of a report (Kemp, 2015). The budget output varies depending on the available national income to pay the prospected projects in their respective allocated environment.

What are Plateau and its Remedy?

Plateauing is the tendency of a body to resist persistence change regarding weight loss or weight gain caused by variation of calories in the body (Wahlig, n.d). Body plateauing can be prevented by varying calories in the body depending on the demand of the body or its nature of the exposure. For instance, weight loss requires a constant fluctuating amount of calories in the body to ensure persistent weight loss. On the other hand, weight gain results into increase in basal metabolism. Therefore, there is a need to increase the calories in the body to conform to the requirement of the body for persistent weight gain.

What is the Purpose of Performance Appraisal?

Performance evaluation is useful in accessing the performance of the employees based on the past, current, and the future performance expectations to reach a particular administrative decision. One of its use is making decisions on payment adjustment to the employees. Other administrative decisions may include; job promotions or demotions, formulation of disciplinary policies which can also include job termination (Michael & Jackson, n.d). Either of the administrative decision depends on the quality of the services offered by the employee but not the span of time an employee has worked.

The Purpose of Job Description?

The purpose of a job description is to ensure the people interested in its application gets the right information regarding the required qualifications (Ceplenski, 2013). That will prevent poor performance by the employees since they qualify and have the necessary knowledge in job performance. It also fosters productivity, hence realizes better outputs compared to poorly informed employees who can perform unexpectedly.

Why are Written Policies Necessary?

One of the purposes of a written manual procedure or policy is to ensure a continuous training process which will provide no negligence. Therefore, it ensures strict adherence to a given process without the creation of errors. The written policy makes the employees comply with the set laws and standards regarding a particular activity (Anderson, n.d). Lastly, it also saves employees time and strain in following a newly formulated policy since it offers a direction of action up to the end.
